Actually, that isn't always the case. While some chocolates (the really bad ones in particular, and those with creamy fillings, to sweeten the filling part) do use corn syrup, the bigger problem is the lecithin, which comes from soy. This is an emulsifyer that helps keep the chocolate from melting too quickly, because cocoa butter melts very quickly, at body temperature. This is why most chocolates contain lecithin or some similar emulsifyer - or they'd be too perishable.

But if you are allowed to eat "kitnyiot" (legumes, etc.) on Passover, and then there's no problem. Sephardic Jews have always eaten things like rice, soy, and corn on Passover. These days, if you follow the Conservative Movement, you'll also be able to eat these things on Passover.

(But who buys "commercial" chocolates, anyway? Blech!)
