This is nothing new. The point of the bailout is to inject cash into financial institutions by taking on un-saleable 'assets' at inflated prices that the market doesn't want to touch, in addition to subscribing for new shares in said financial institutions resulting in the re-capitalisation of the those institutions.
So they're just doing exactly what they've always said they were going to do: bail out the financial sector with taxpayer money. I'm not sure what this article is trying to say.
